The Ramban says: וְכָל הַבּוֹטֵחַ יִקָּרֵא מַאֲמִין, אַךְ לֹא כָּל הַמַּאֲמִין יִקָּרֵא בוֹטֵחַ /Anyone who has אֱמוּנָה may be called a believer, but not everyone who believes can be referred to as “one who trust.”
